Department entry, crew access, and special-role systems are privileges tied to conduct, trust, and fit.
Staff can step in to protect safety, fairness, and server health even when that means altering or undoing part of a scene or city state.
Scenes can be paused, reversed, limited, or corrected when necessary for safety, system stability, or fairness.
ZSR may include mature scenarios, but those scenarios must still remain inside the broader community standards and roleplay boundary rules.
